[SCCOOS] new SCCOOS website is live, in testing

All,

The SCCOOS website has been extensively updated and is currently live 
(although we will continue to troubleshoot and develop it over the 
coming weeks).  New features include:

A calendar (we will be will be happy to post related events--please 
send info. to me),

A dropdown box on the homepage that provides links to current 
observing systems in the Bight.

We will soon have forums available, and are compiling a people page as well.
