Recent National Federation of Regional Associations News

The final NFRA Terms of Reference, which outlines a plan to realize
NFRA's goal to "make major contributions to the attainment of a robust
and sustained national presence for regional coastal and ocean observing
systems and the Regional Associations (RAs) a key component of the IOOS"
is available as a word doc [http://www.sccoos.org/docs/NFRA_ToR.doc].
NFRA has also recently provided comments on and suggested language for
HR 1489, "The Coastal Ocean Observing System Integration and
Implementation Act of 2005" to Wayne T. Gilchrest, Chair of the
Subcommittee on Fisheries and Oceans. The letter from David Martin,

NFRA will hold a Governing Committee Meeting on 2 May 2005 at the CORE
offices in Washington, DC. The above referenced Terms of Reference will
be signed, the Work Plan will be discussed, and NFRA officers will be

be attending the upcoming IOOS implementation meeting (webpage at:

in Arlington, VA.

Study Region for Marine Protected Area Networks Chosen

The California Marine Life Protection Act (MLPA) Blue Ribbon Task Force
selected an area stretching from Pigeon Pt. to Pt. Conception as a
central coast study region for developing alternative proposals for
networks of marine protected areas (MPAs). For more information, contact

Optimism abounds at first meeting of new ocean council

The task before the governor's new Ocean Protection Council is a
daunting one: to coordinate the myriad state agencies that manage
California's 1,100 miles of coastline. More than ever, local communities
set policies on fish and game, water quality, energy, pollution, coastal
development, parks and land preservation. The result is a state ocean
policy that most agree is fractured and badly in need of repair.

NOAA / OESD - Environmental Literacy Project Proposal
due 12 May 2005
NOAA's Office of Education and Sustainable Development (OESD) is
soliciting 1- to 3-year proposals for environmental literacy
projects (Federal Funding Opportunity No.USEC-OESD-2005-2000118).
Applications are due May 12, 2005. Funded projects will further
NOAA's education goals articulated in the NOAA Education Plan (located
at http://www.oesd.noaa.gov/NOAA_Ed_Plan.pdf). Funding is available to
encourage the development of partnerships and to support existing, or
foster growth of new, environmental literacy projects.

NOAA has a call for proposals to the Climate and Global Change
(C&GC) program. Closing date for the required Letter of Intent is
20 May 2005, with full proposals due 15 July 2005. $10,000,000 was
the amount of funding for FY 2004; a similar amount is anticipated
for FY 2005.

EPA - Water Quality Monitoring and Public Notification Programs
due 27 June 2005
The EPA is soliciting proposals for $9.92 million in grants to
eligible states to protect public health at the Nation's beaches.
These grants help coastal and Great Lakes states implement programs
to monitor water quality at the beach and to notify the public when
water quality problems exist. An allocation up to $525,460 is
slotted for California in 2005; however, all coastal states and
territories are eligible for various funding amounts.
