SCCOOS website redesigned
SCCOOS has redesigned and expanded www.sccoos.org. Still under
development, the website now allows users to access Southern California
manual and automated shore station data, as well as bathymetric,
mooring, satellite, HF radar and wave conditions data. The data access
page is at http://sccoos.ucsd.edu/interactive-map/. Please see the
"available products" list in the left hand column to access raw and
interpreted data. Comments and suggestions are welcome at
info at sccoos.org.
The counties of Santa Barbara, Ventura, Oxnard, Orange, and San Diego
have recently implemented a data forwarding tool to allow the SCCOOS
data system to receive shoreline water quality updates from these
agencies' sampling programs. These data, which measure levels of
coliform (total/fecal) and enterrococus bacteria, are currently used by
the public health agencies as indicators of public health risks in
coastal waters. The agreement to allow rapid forwarding of their
monitoring data to SCCOOS will allow the integration of these water
quality data with real-time ocean conditions that will be measured by
SCCOOS, and lead to integrated data products that will aid coastal
managers. Data managers at both the Southern California Coastal Water
Research Project (SCCWRP) and Scripps Institution of Oceanography (SIO)
are working on this multi-agency project. SCCOOS is working with the
remaining organizations in the region to create seamless coverage of the
Southern California shoreline. Look for the evolving data products at

San Diego Red Tide
20 June 2005
Chlorophyll measurements taken off the SIO Pier from 1983 to 2000 by
SIO researcher John McGowan were reinstated recently, and captured
the July 2005 red tide off the coast of Southern California. Chlorophyll
concentrations were the second highest over the 17+ year record, as can
be seen in the time series below at

aerial photo at http://www.sccoos.org/images/redtide.jpg shows the
extent of the bloom in the La Jolla region.

Wrigley Marine Science Center 40th Anniversary celebration held
1 September 2005
The Wrigley Marine Science Center, located at Two Harbors on Catalina
Island, celebrated its 40th anniversary on Saturday, 27 August 2005. The
day also marked the 10th anniversary of USC's Wrigley Institute of
Environmental Sciences. Over 800 guests, including members of the
Wrigley family, were on hand to celebrate the occasion. The event
included demonstrations, presentations by researchers and displays
representing the various efforts of USC and the Wrigley Institute in
Marine Sciences. Burt Jones and Matthew Ragan (USC) manned the SCCOOS
booth, which attracted many visitors and provided an opportunity to
individually discuss SCCOOS efforts in the Southern California coastal
ocean.

SCCOOS presented to CDBW and CRA representatives
24 August 2005
California Department of Boating and Waterways (CDBW) and California
Resource Agency personnel visited SIO. David Pierce and Robert Guza (SIO)
presented SCCOOS to the group, followed by a tour of the Coastal Data
Information Program (CDIP) facility.

SCCOOS representatives participate in Marine Metadata workshop
24 August 2005
Julie Thomas (SIO), Jerry Wanetick (SIO) and Mark Otero (SIO)
attended the Marine Metadata Interoperability Project Workshop in
Boulder, Colorado. The workshop focused on metadata management and
design standards for metadata mapping. Julie Thomas led both SCCOOS and
NOAA participants' work on metadata for waves and currents. Details

Work plan for SCCOOS and Santa Monica Bay Restoration Commission

Burt Jones (SIO) continued discussions with the Santa Monica Bay Restoration
Commission Technical Advisory Committee. Dr. Jones will be leading the
development of a pelagic/water quality work plan for the Committee over

SCCOOS presentation conducted at shoreline preservation conference
3 August 2005
SCCOOS exhibited at "The Wave of the Future: Shoreline Preservation
Technologies and Strategies Board Conference," hosted by San Diego
County Chairwoman Pam Slater-Price, and co-sponsored by SANDAG and

SCCOOS meeting with Santa Monica Bay Restoration Commission
held
26 July 2005
SCCOOS met with the Santa Monica Bay Restoration Commission to discuss
collaboration with the Technical Advisory Committee (TAC). The
Commission is a state entity charged with assessing, monitoring, and
restoring the ecological health of Santa Monica Bay. Libe Washburn
(UCSB), Keith Stolzenbach (UCLA), and Eric Terrill and Debbie Duckworth
(SIO) were at the 6 July meeting. Representatives of SCCOOS were
invited to the next TAC meeting on 9 August, where discussions on
potential areas of collaboration will continue, including the development
of their master monitoring plan. More information can be found at

California Oceans Regional Meeting emphasizes recovery
22 July 2005
SCCOOS Members attended the California Oceans Regional Meeting held by
the California Biodiversity Council in Long Beach. The meeting focused
on progress of the Southern California Wetlands Recovery Project, as
well as recent California ocean economy studies sponsored by the
National Ocean Economics Program. Researchers confirmed that
California's ocean economy leads the nation, and that this economy is
undergoing growth. Judith Kildrow (CSU Monterey Bay), Charles Colgan
(University of Southern Maine), Linwood Pendleton (UCLA) and Philip King
(SFSU) were among the presenters. Presentations can be downloaded at the

SCCOOS and the Aquarium of the Pacific discuss plans for Marine
Monitoring Conference

John Orcutt (SIO) attended a meeting at the Aquarium of the Pacific's
administrative offices in Long Beach to discuss plans for the Third
Southern California Marine Monitoring Conference, to be hosted by the
Aquarium of the Pacific, the Wrigley Institute for Environmental
Studies, the Catalina Conservancy Divers, and SCCOOS in the spring of
2006. The purpose of the conference will be to bring together volunteer
and organized data collectors in Southern California who may benefit
from integrating data into collaborative data management and delivery
systems, including the system under development by SCCOOS.

SCCOOS REMUS underwater operations conducted in La Jolla
19 July 2005
Mark Moline's research group from Cal Poly, San Luis Obispo
visited scientists at SIO to deploy and operate the REMUS autonomous
underwater vehicle for a number of local missions in the San Diego
region. Operations included the monitoring of the internal tide and wave
field in La Jolla, mapping the outfall plume at the International
Boundary Water Commission's South Bay Ocean Outfall, and the mapping of
currents and bathymetry in the Imperial Beach Region. Missions ranged
from 20-40km in length and took 5-7 hours each day.

California Ocean Protection Council reviews ocean strategy draft

The Draft "California Ocean and Coastal Information, Research, and
Outreach Strategy" was presented at the California Ocean Protection
Council's 10 June 2005 meeting. Public comments were accepted through
25 July. The next meeting of the Council will be held on 23 September
2005 at SIO (see "Upcoming Events"). A copy of the draft can be accessed

SCCOOS to use Central Bight Water Quality Working Group hydrographic
data
15 July 2005
The Central Bight Water Quality Working Group, composed of agencies
operating publicly operated treatment works, which maintain
monitoring station for their NPDES permits, agreed to provide SCCOOS
their hydrographic data. Coordination between the various participating
organizations, including the Orange County, LA City, LA County, and
Ventura/Oxnard Sanitation Districts, has resulted in a standardized grid
that is sampled by the different agencies on a quarterly basis. One
application of these hydrographic data will be the initialization and
constraint of area ocean models. George Robertson and Mike Mengel of the
Orange County Sanitation District facilitated data access. These data
will complement the data already gathered from the Publicly Owned
Treatment Works (POTWs) monitoring program that is in place for the Point
Loma Outfall monitoring program.

SCCOOS members attend National Weather Service workshop
11 July 2005
SIO representatives Eric Terrill, Bill O'Reilly and Julie Thomas
attended a workshop at the San Diego National Weather Service Office.
Personnel from the Marine Weather Office at Camp Pendleton and the Navy
Pacific Meteorology and Oceanography Center on North Island were also in
attendance. The meeting focused on enabling an open exchange of
knowledge and data between the various participants, as well as
coordinating the communication of priorities for the Integrated Ocean
Observing System (IOOS) in Southern California. SIO personnel gave
presentations on the development of SCCOOS, funded data gathering
activities, and the role of CDIP in modeling, observing, and forecasting
ocean waves in Southern California. Attendees were particularly
interested in the establishment of better measurement and forecasting
capabilities for southern swell in the region. SCCOOS will be integrating
data from the Weather Offices for access from the SCCOOS website.

SDRWQC Project Clean Water summit held
7 July 2005
The San Diego Regional Water Quality Control Board held a summit for
Project Clean Water (a project funded by Prop. 50) to discuss San Diego
watershed protection progress, watershed protection approaches,
solutions to water quality issues, and a proposed Statewide General
Industrial NPDES permit that would change industry regulations. SCCOOS
representatives attended and provided handouts that describe SCCOOS'
mission, capabilities and accomplishments.

SCCOOS-CeNCOOS proposal funded by the Resource Legacy Foundation
5 July 2005
SCCOOS and its Northern California partner, CeNCOOS, received notice
that the Resources Legacy Foundation will fund a proposal to support
research and writing of business and development plans for the two
Regional Associations. The resources will be split between the two
organizations to support efforts toward this goal.

SCCOOS high frequency radars purchased
1 July 2005
SCCOOS negotiated the purchase of 22 HF radars for installation in
Southern California; these will be delivered and installed over a three
year period as part of the California Ocean Current Monitoring Program.

Ocean and Coastal Observation System Act passes Senate
1 July 2005
The Senate passed the "Ocean and Coastal Observation System Act" "to
develop and maintain an integrated system of ocean and coastal
observations for the nation's coasts, oceans and Great Lakes, improve
warnings of tsunamis and other natural hazards, enhance homeland
security, support maritime operations, and for other purposes." The bill
now moves to the House of Representatives. A pdf of the bill can be

SCCOOS briefed to the President's Ocean Research Advisory Panel
23 June 2004
Charlie Kennel, Director of SIO, presented SCCOOS in his briefing on SIO
to the President's Ocean Research Advisory Panel (meeting at SIO),
which, under the President's Ocean Action Plan, advises the
Interagency Committee on Ocean Science and Resource Management

QARTOD III

The QARTOD III workshop to be held at SIO will address the challenges
related to the distribution and description of real-time ocean data. One
of the primary challenges facing the ocean community is the fast and
accurate assessment of the quality of the data streaming from IOOS
partner systems. Operational data aggregation and assembly from
distributed data sources is essential to adequately describe and predict
the physical, chemical and biological state of the coastal ocean. These
activities demand a trustworthy and consistent quality description for
every observation distributed as part of IOOS. The intent of QARTOD III
is to continue the development of quality descriptions for parameters
such as waves, currents, wind, sea surface temperature, salinity and
chlorophyll.

NOAA: Ecological Forecating capabilities

NOAA/NOS/NCCOS/CSCOR is soliciting proposals for projects of 2 to 5
years in duration for the development of new ecological forecasting
capabilities and the transition of existing ecological forecasts to
operational status. These ecological forecasts are to support critical
management decisions for the management of the nation's Great Lake,
estuarine, coastal and ocean ecosystems. The EcoFore program seeks to
develop capabilities to provide coastal managers with state-of-the-art
science in a form that they can utilize to make proactive management
decisions in an ecosystem context.

NASA ROSES: Research Opportunities in Space and Earth Sciences - 2005

NASA's "Research Opportunities in Space and Earth Sciences - 2005
(ROSES-2005)," is available at NASA Research Opportunities homepage
at http://nspires.nasaprs.com (link through the menu listings
"Solicitations" to "Open Solicitations"). This NASA Research
Announcement solicits proposals for supporting basic and applied
research and technology across a broad range of Earth and space
science program elements relevant to one or more of the three defined
NASA science themes: Earth-Sun System, Solar System, and Universe.
Proposal due dates are scheduled starting on April 8, 2005, and
continue through February 10, 2006.
Potential proposers should be aware of a major change in the NASA
proposal submission process from 2004. NASA has implemented a new master
proposal data base system. All proposers, co-investigators, and
proposing organizations must register with the system at
http://nspires.nasaprs.com. Further information about specific program
